রোহিঙ্গা সমস্যা এবং বৈশ্বিক প্রতিক্রিয়া

মিয়ানমারের রোহিঙ্গা জনগোষ্ঠীর বিরুদ্ধে মিয়ানমার সরকারের সামরিক অভিযান, নির্বিচার হত্যাকাণ্ড ও পোড়ামাটি নীতির মতো করে ঘরবাড়ি জ্বালিয়ে দেওয়ার কারণে লাখ লাখ মানুষ এখন বাংলাদেশে শরণার্থী হিসেবে আশ্রয় নিয়েছে। জীবনরক্ষার তাগিদে। পালিয়ে আসা এসব মানুষের নিরাপত্তা, খাদ্য ও আশ্রয়ের প্রশ্নটিই এখন আর বিবেচেনার বিষয়। আশ্রয় শিবিরে খাদ্যভাবের আশঙ্কা এবং শরণার্থীদের যথাযথভাবে তালিকাভুক্তির অনুপস্থিতি একাদিক্রমে আশু ও দীর্ঘমেয়াদি সংকটের ইঙ্গিত বহন করে। শুরুতে দ্বিধান্বিত বাংলাদেশ সরকারের অপরিকল্পিত পদক্ষেপ শরণার্থী পরিস্থিতিকে আরও জটিল করে তুলেছে।

বিশ্বের অনেক দেশে এই দিনকে 'ত। চিহ্নিত করে সেনাবাহিনী ও সরকারের অবস্থানে স "নিরাপত্তা' দিচ্ছে এবং পরিস্থিতি স্বাভাবিক আছে। সব শরণার্থী জীবন বেছে নে বোঝার জন্য কাণ্ডজ্ঞানই যবেই। তদুপরি মিয়ানমার সরকারের সমতলে তত্ত্ববধাে সাংবাদিক রাখাইন সফরের সুযোগ পেয়েছেন, মিয়ানমার থেকে তাদের পাঠানো প্রতিবেদনেই দেখা উপস্থিতিতেই বেসামরিক ব্যক্তিরা ঘতবাড়ি ভুলিয়ে দিচ্ছে (জোনাথান হেডের প্রতিবেদন, "বিবিসি রিপোর্টার ইন নির অমুসলিম ভিলেজ ইন ওয়াজ বার্নিং', ডিবিসি, ৭ সেপ্টেম্বর ২০১৭)। মিয়ানমার সরকার এসব আসে ভাষার 'অগ্নি'দের ওপরই কেবল চাপাচ্ছে না তা নয়, একই সঙ্গে শরণার্থীদের ভবিষ্যতে দেশে ফেরার পর কিছু শর্ত আরোপ করতেও শুরু করেছে। 

ভূরাজনৈতিক স্বার্থ, অর্থনৈতিক ও বাণিজ্যিক বিবেচনা, আঞ্চলিক ও বৈশ্বিক ক্ষমতা বিস্তারের কূটকৌশলের হিস থেকে আঞ্চলিক ও বৈশ্বিক শক্তিগুলো তাদের নিজ নিজ অবস্থান সুস্পষ্ট করেছে। চীন, রাশিয়া, ভারতের অবস্থান "বন্ধু" মিয়ানমারা সরকারের পক্ষে এবং বর্তমান মানবিক সংকটের জন্য তারা ২৫শে আগস্টের 'চরমপন্থী সহিংসতাকের করেছে। তাদের বক্তব্য এই ধারণাই দেয় যে মিয়ানমারের রাখাইন রাজ্যে সবকিছু ২৪শে আগস্ট কিংবা গত বছরের অক্টোবরের আগে ছিল শান্তিপূর্ণ ও স্বাভাবিক। তাদের এই অবস্থান অবশ্যই নতুন নয়, কেননা, চীন ও রাশিয়া বরাবর মিয়ানমার সরকারকের এ ধরনের নীতি ও আচরণের পক্ষে মরিনা অবস্থান নিয়েছে। চীন হচ্ছে মিয়ানমারের সবচেয়ে পরি বন্ধু, তাদের ঘনিষ্ঠতায় ইতিহাসও অর্ধশতাব্দীর বেশি সময়ের। ভারতের সঙ্গে মিয়ানমারের সম্পর্কের উষ্ণতা সাম্প্রতিক তার কারণ বোমা, গ্রহণযোগ্য না হলেও। চীনের প্রভাববলয়কে সংকুচিত করা, সামরিক সহযোগিতা বৃদ্ধি, যার সৃষ্টিকার প্রমাণ হচ্ছে এ বছরেই মিয়ানমারের কাছে এর নিলিয়ন ডলারের অস্ত্র বিক্রি, প্রাণিরা সম্প্রসারণ, ভারতের দক্ষিণ-পূ অঞ্চলের বিদ্রোহীদের দমনে নিয়ানমারের সহযোগিতার প্রয়োজনীয়তা এর সব কারণ না হলেও কিছু কারণ। এর বিপরী ইউরোপীয় ইউনিয়নের দেশগুলোর অবস্থান। তারা আগাগোড়াই জাতিগতভাবে রোহিঙ্গাদের অধিকারের কথা বলে এখন তীব্রভাবে মিয়ানমারের সমালোচনা করছে: যুক্তরাষ্ট্রের অবস্থান আপাতদৃষ্টিতে কঠোর বলে মনে হলে তার কার্যকারি ও আন্তরিকতা প্রশ্নসাপেক্ষ।

রআইনির প্রধান হিসেবে রণী নিয়েছে, যদিও মানবাধিকার প্রশ্নে তুরস্কের ভূমিকা কোনো অবস্থাে অনুসরণীয় না, তবু তুরস্কের সক্রিয়তা আন্তর্জাতিক সমাজের ওপর যে ইতিবাচক প্রভাব ফেলেছে, সেটা অনস্বীকার্য। বাতিক প্রতিষ্ঠানগুলো, বিশেষত জাতিসং নিরাপত্তা পরিষদ যে খুব কার্যকর ভূমিকা পালনে সক্ষম হবে, এমন আশা করছে কারণ নেই। অতীতে চীন ও রাশিয়া একত্রেই মিয়ানমারের পক্ষে তাদের ভেটো প্রয়োগ করেছে। পারস্য উপসাগরে দেশগুলো বা সৌদি আরবের পক্ষ থেকে কোনো ধরনের কূটনৈতিক উদ্যোগ আশা করার কারণ নেই, যদিও রোহিঙ্গাদের মুসলিম পরিচিতির কারণে অনেকেই এগিয়ে আসার দাবি করছে।

Green economy: A solution for the future Dhaka

Bangladesh is a developing country. The growth of this country is not steady enough. The major reasons behind the unsteady growth are lack of energy resources, poor infrastructure, slow implementation of economic reforms, and overpopulation. The above reasons create social uret poverty and huge unemployment. Besides that, Bangladesh is a low-lying river irrigated county along with vast Bay of Bengal sea basin in south. Frequently, the country affected by floods tornadoes, cyclones etc. This rapid climate changes impacting the country's ecology and making imbalance. So, it is high time for Bangladesh to focus on green economy and apply it. Because, the investments in a range of cleaner approaches that lead to enhanced resource efficiency, reduced een economy also promotes the development of basic services and infrastructure as a means of green economy promotes steady growth in income and employment which is driven by targeted carton emission and pollution, and prevention of biodiversity loss and ecosystems degradation. The isting poverty and improving overall quality of life. es can be takes by Dhaka as the capital of Bangladesh to turn the economy -

1. Environmentally friendly and enhancing products and services and services

2. Renewable energy products 

3. Clean transportation and fuels

4. Green buildings

5. Energy efficient manufacturing, distribution, and construction

 6. Reduction of energy, materials and water consumption through high efficiency strategies

7. Switch from carbon to non-carbon components. 

Transition of green economy in essence does some reforms of the economic policies of a country. The reforms include the followings:

National reforms:

a) Abolition of perverse subsidies, taxes and incentives;

 b) Rationalization of land use and urban policies;

c)Introduction of integrated resources and water management 

d) Improvement and implementation of environmental legislation

 e) Appropriate implementation of the stimulus packages.

Energy Efficiency:

Power is an essential factor for developing the socio-economic conditions of our country. Demand for power is increasing day by day. Moving towards energy sustainability will require modifications not only in the way energy is supplied, but in the way it is used as well. Reducing the amount of energy required to deliver various goods or services is also essential in this regard. Energy efficiency and renewable energy are said to be the twin pillars for sustainable energy. The power division of Bangladeshi government has taken a number of initiatives for efficient energy use and reduced consumption of energy such as:

• Steps have been taken to revise the Building Code' inserting energy efficiency and solar energy issues
• Initiatives have been taken in order to build awareness amongst the students, by incorporating Energy Efficiency and Solar Energy issues in the academic curricula of schools, madrasas and colleges
• Installation of solar panels in the government, semi government and autonomous organizations within the next 3 years
• Use of CFL bulb in all ministries and power sector entities Conventional street lights to be replaced by LED and solar lights subsequently
• Public awareness for energy conservation
• The gradual discontinuation of incandescent bulb and electric heater Limiting the use of air conditioners, or keeping temperature within 25 degrees C
• Encouraging the business community for using solar energy I
• ntroducing energy star rating system in the electric appliances through BSTI
• Discouraging the use of neon sign in the markets and shopping malls at night
•  Closing of markets and shopping malls within 8 p.m.

Conclusion: Green economy is a different economic concept than the traditional economic model and it is very important in terms of Bangladesh. Government agencies must be responsive in implementing a green economy policy. But, the real roles have to play by the entire private and public organizations that involved in the economic growth of Bangladesh. In present situation, every sector is suffering from environment hazard. Now, it is the right time to protect all the environmental hazard and should convert all the environmental hazardous works into environment friendly works which can keep environment fresh for the next generation and similarly Bangladesh can able to establish green economy. 

Unemployment and it's deleterious effects on society is the main theme of this passage.

As unemployment creates virulent problems on society as a whole and increased number of unemployment refers increased number of problems, so it is not desirable in the society. 

Worker who is out of work for long period may lose the working capacity as well as the efficiency. Loss of skill means loss of efficiency.

An unemployed man does feel good always. Sometimes disappointment fell upon him and compels him thinking unethical and unsocial thoughts. Thus, unemployment can have negative impact on mind.

In a welfare state, the government of this state assigns a huge amount of allocation from GDP for the social security purpose. Most of the funds go for the unemployment allowance. And obviously, this huge amount of money comes from taxation. So, unemployment provokes government to increase tax rate.

If the level of unemployment is reduced, the government will not spend more for the unemployed people, rather it will spend these funds for the development activities of the country.

প্রশ্নে বলা হচ্ছে, একটি  নির্দিষ্ট দূরত্ব অতিক্রম করতে স্রোতের প্রতিকূলে একটি নৌকা সময় নেয় 8 ঘণ্টা 48 মিনিট এবং অনুকূলে ফিরে আসতে সময় নেয় 4 ঘণ্টা। নৌকার বেগ ও স্রোতের বেগের অনুপাত কত?

ধরি, স্রোতের প্রতিকূলে লোকটির গতিবেগ x kmph এবং অনুকূলে গতিবেগ y kmph.

 স্রোতের প্রতিকূলে 8 ঘণ্টা 48 মিনিটে যত দূরত্ব অতিক্রম করে স্রোতের অনুকূলে 4 ঘন্টায় সেই দূরত্ব অতিক্রম করে।

$$\begin{gathered} \therefore x\times 8\frac{4}{5}=y\times 4 \\ \Rightarrow \frac{44x}{5}=4y \\ \therefore y= \frac{44x}{5\times 4}=\frac{11x}{5} \end{gathered}$$

নৌকার বেগ : স্রোতের বেগ = $$\begin{gathered} \frac{y+x}{2} : \frac{y-x}{2} \\ =\left(y+x\right)\times \frac{1}{2} : \left(y-x\right)\times \frac{1}{2} \\ =\left(\frac{11}{5}+x\right)\frac{1}{2} : \left(\frac{11x}{5}-x\right)\frac{1}{2} \\ =\frac{16x}{5}\times \frac{1}{2} : \frac{6x}{5}\times \frac{1}{2} \\ =\frac{8x}{5} : \frac{3x}{5} \\ =8 : 3 \end{gathered}$$

নৌকার বেগ ও স্রোতের বেগ = 8 : 3 ans.

Total sample space after tossing 3 coins randomly will be = (HHH, HHT, HTH, THH, HTT, THI, TTH, TTT),

Now, we will find the probability of getting one head and two tails:

In the sample space we can see, a total of 8 types of outcome is possible. 

Among these 8 types of outcomes, the combinations with one head and two tails are (HTT, THT TTH). That means, 3 outcomes.

In 7^th day. C will not help them. Only A and B will do the $\frac{1}{50}$  part of the work because $\frac{3}{20}>\frac{1}{50}$ 

Now, $\frac{3}{20}$ part of the work is done by A and B in 1 day 

$\frac{1}{50}$ part of the work is done by A and B in = $\frac{20}{3}\times \frac{1}{50}=\frac{2}{15}$ day 

Total work will be completed in = $\left(6+\frac{2}{15}\right)=6\frac{2}{15}$ days 

ans. The number of days required to complete the work is $6\frac{2}{15}$ days 

Suppose, the price of a shirt Tk. x

 and the price of a pant is Tk. y

According to the question:

$$\begin{gathered} x+y=1300 ..............\left(i\right) \\ 1.05x+1.1y=1405.............\left(ii\right) \end{gathered}$$

Now, we multiply equation (i) by 1.1 and subtract equation (ii) from equation (i)

$1.1x+1.1y=14301.05x+1.1y=14050.5=25$

$$\begin{gathered} x=\frac{25}{0.05} \\ x=500 \end{gathered}$$

Putting the value of x in equation (i) we get.

500+y=1300 

y=1300-500 = 800

$$\begin{gathered} 2y=x+10 ............ \left(i\right) \\ And xy=600 ....... \left(ii\right) \\ From equation \left(ii\right) \\ xy=600 \\ x=\frac{600}{y}...........\left(iii\right) \\ Putting the value of x in equation \left(i\right) \\ 2y=x+10 \\ \Rightarrow 2y=\frac{600}{y}+10 \\ \Rightarrow 2y^2-10y-600=0 \\ \Rightarrow y^2-5y-300=0 \left[Dividing both sides by 2\right] \\ \Rightarrow y^2-20y+15y-300=0 \\ \Rightarrow y\left(y-20\right)+15\left(y-20\right)=0 \\ \Rightarrow \left(y-20\right)\left(y+15\right)=0 \\ \therefore \left(y-20\right)\left(y+15\right)=0 \end{gathered}$$

Since width cannot be (-)ve. So we find y=20

That means the width of the rectangle is 20 meters

The length of the rectangle is $x=\frac{600}{y}$ 

$\therefore x=\frac{600}{20}=30$

The length of the rectangle is 30 meters.

 The perimeter of the rectangle = $2\times (30+20) = 2\times 50=100$ meters. 

ans. The perimeter is 100m. 

Let, the initial price of each pencil is Tk. x

And the initial price of each eraser is Tk y

 According the questions, 5x+6y= 80 …………..(i) 

After price increase of pencil, the new price I pencil is (x+20% of x) Tk.

$x+\frac{20x}{100}=\frac{6x}{5}$ tk. 

According to the question, 

$$\begin{gathered} \left(2\times \frac{6x}{5}\right)+\left(3\times y\right)=39 \\ \Rightarrow \frac{12x}{5}+3y=39 \\ \Rightarrow \frac{12x+15y}{5}=39 \\ \Rightarrow 12x+15y=195 ...........\left(ii\right) \end{gathered}$$ 

Now, multiplying equation (i) by 5 and equation (ii) by 2 and subtracting equation (ii) from equation (i) we get , 

$25x+30y=40024x+30y=390x=10$

New price of a pencil will be = $\frac{6x}{5}=\frac{6\times 10}{5}=12$ tk.
